DEVELOPING A NEW ROTTNEST ISLAND MANAGEMENT PLAN
YOUR QUESTIONS ANSWERED
Why is the Rottnest Island Authority developing a new Rottnest Island Management Plan?
The Rottnest Island Authority Act 1987 requires the Rottnest Island Authority to have a five-year Management Plan to guide the management direction of the Island including accommodation, visitor services and conservation of the Island's environment and heritage. The Act states that:
Any management plan for the Island prepared under this Part shall contain:
(a) a statement of the policies or guidelines proposed to be followed; and
(b) a summary of the operations proposed to be undertaken,
in respect of the Island during the period of 5 years from the time when it is approved.
The Rottnest Island Management Plan 2003-2008 is approaching the end of its span. The Rottnest Island Authority is developing a new Management Plan for 2009-2014.
What does the plan cover?
The Rottnest Island Management Plan outlines:
• the legislative, policy and funding context for managing Rottnest Island for purposes of holiday and recreational activities/services and for conserving the natural and cultural environment;
• the values of Rottnest Island;
• the role of the Rottnest Island Authority, other agencies and the community;
• the vision and strategic directions for Island management;
• an overview of issues, desired directions for the next five years and policies and activities to achieve the goals.
The Plan will include a statement as to how it is proposed to fund the proposed policies and operations.
How will the Rottnest Island Management Plan be developed?
Stakeholders and the community are being asked for input on issues and how they would like to see Rottnest Island managed over the next five years as a first step in developing a draft Management Plan for public review early in 2009. The Rottnest Island Management Plan 2003-2008 remains in force until the new Management Plan is gazetted. Recommendations in the 2003-2008 Plan will be reviewed as part of preparing the new Management Plan.
Where does the Rottnest Island Management Plan fit in the scheme of Island management?
Big-picture directions are guided by international and national legislation (e.g. heritage conservation under the Burra Charter) and by WA State government legislation and policies that cover all government agencies (eg relevant Acts, sustainability policy). The Rottnest Island Authority Act 1987 is the legislative basis for management. The Act and its Regulations are law. The long-term vision for Rottnest Island is defined in the Rottnest Island Authority’s strategic plan.
Once the Rottnest Island Management Plan 2009-2014 has been approved by the Minister for Tourism and gazetted it will be published on the Rottnest Island Authority website as the basis for managing Rottnest Island for the next five years.
